The National Council for Behavioral Health developed this report with a primary goal “to examine existing data and expertise on mass violence, provide an analysis about its causes and impacts and make recommendations to inform policy and practice for a wide range of stakeholders. These include the federal Departments of Justice and Health and Human Services and the Substance Abuse and Mental Health Services Administration; provider organizations; professional trade organizations for psychiatrists, psychologists, social workers and other behavioral health professionals; consumer and family advocacy groups; state mental health authorities; policymakers in the behavioral health arena; educators; judges; law enforcement officers; and workplace representatives.”
