The Person-Centered Recovery Planning (PCRP) Consultation Corner is a 6-month learning series featuring a monthly webinar on the “FAQs” of PCRP; offering practical tools and resources to support quality PCRP at the level of both individual service delivery and organizational systems change; and providing follow-up “office hours” through smaller-group technical assistance for webinar participants who wish to take a “deeper dive” on a given topic. The topic of webinar session 3 was "Peer Specialist Roles in PCRP-Aligning with Peer Ethics & Values." We know that in person-centered recovery planning (PCRP), the person receiving services makes decisions and takes ownership of their plan for recovery. This can be a new and uncomfortable role for people initially, for a variety of reasons. Peer supporters join with individuals to discover and advocate for what they want and need. This does not mean that the peer provider will always agree with people’s choices — however, it’s ALWAYS their ethical responsibility to support individuals in their unique recovery journey as that individual defines it. This 90-min webinar highlighted the mutually beneficial relationship between PCRP and peer support, as well as how staff at clinical provider organizations can intentionally enhance this connection. Participants were invited to explore tensions that arise when peer professionals work to maintain their never-directive, non-clinical stance while immersed in an environment that is heavily defined by clinical professionals, processes and services.   At the end of the session, participants were able to: Describe a “must do” and a “must not do” related to the role of peer support in PCRP, Name one way that professional peer support ethics supports a person-centered approach, and Identify two resources to support and promote peer provider role clarity in PCRP.   Presenters: Janis Tondora, Amy Pierce, and Amanda Bowman Janis Tondora, Psy.D., is an Associate Professor in the Department of Psychiatry at the Yale School of Medicine.  Her work involves supporting the implementation of person-centered practices that help people with behavioral health concerns and other disabilities to get more control over decisions about their services so they can live a good life as they define it. She has provided training and consultation to over 25 states seeking to implement Person-Centered Recovery Planning and has shared her work with the field in dozens of publications, including her 2014 book, Partnering for Recovery in Mental Health: A Practical Guide to Person-Centered Planning. Janis’ consultation and publications have been widely used by both public and private service systems to advance the implementation of recovery-oriented practices in the U.S. and abroad. She is a life-long resident of Connecticut where she lives with her husband and beloved labradoodles after recently becoming an empty-nester with two children in college.   Amy Pierce (she/her) is an international trainer and consultant has been working in the Peer Movement in the State of Texas for over two decades. She currently serves as Recovery Institute Associate Director at Via Hope by serving as a subject matter expert on the implementation of peer services and other recovery-oriented practices. She has extensive experience in the peer support sector, having started the first peer support program in the state hospitals in Texas, working as a peer support worker in a community mental health agency, and working as the Program Coordinator for a transitional peer residential housing project.   This series is co-sponsored by the New England and South Southwest MHTTCs.

Session Recording: Description: Anyone who has tried to help a loved one obtain treatment for a substance use disorder knows how challenging it can be to find quality, affordable care that’s accessible when someone is ready for help. Even for professionals working in healthcare and related fields, evaluating the options available and navigating payment and other hurdles can be overwhelming. This workshop will help educate participants about treatment options for opioid, stimulant and other substance use disorders and how to overcome barriers to care. We’ll discuss factors to consider for treatment referrals, resources to connect people with peer support, and how services are evolving to support families and offer person-centered, trauma-informed care. We’ll also discuss the neurobiology of addiction, how brain changes can impact decision-making, and strategies to improve treatment engagement. Goals: Increase understanding of different treatments for substance use disorders (including medications for opioid use disorder), address concerns about treatment effectiveness and practices, and provide tools to help improve connections to care. Workshop Outline: Review criteria for a substance use disorder and how it is defined. Present statistics about treatment for substance use and mental health disorders, using sources such as the 2022 NSDUH and other surveys. Describe the treatment gap and how it can be addressed by removing barriers to care. Discuss goals of care for people with substance use and mental health challenges. Explain how different medications for opioid use disorder work (methadone, buprenorphine and naltrexone). Discuss options for treating stimulant use disorders, including contingency management. Discuss the neurobiology of addiction (e.g. how brain changes impact decision-making). Discuss factors to consider for treatment referrals and resources to connect people with treatment and peer support as well as services for families. Address misperceptions about treatment and how services are evolving to embrace person-centered, trauma-informed care. Trainer Bio: Susan Stellin, MPH is a writer, educator, and public health consultant focusing on health-centered responses to substance use and addiction. Since earning a master's in public health at Columbia University, she has worked on projects about ways to reduce overdose deaths, reform punitive drug policies, and expand access to harm reduction, treatment, and recovery support. Recent clients include NYU Langone’s Health x Housing Lab, the Northeast & Caribbean Addiction Technology Transfer Center, the Opioid Response Network, the NYC Department of Health and Mental Hygiene, the Overdose Prevention Program at Vital Strategies, and the Vera Institute of Justice. ABOUT THIS RESOURCE The Northwest MHTTC supports professionals working to improve behavioral health outcomes for those with or at risk of serious mental illness across Alaska, Idaho, Oregon, and Washington (SAMHSA’s Region 10). Our region is home to many vibrant and diverse tribal communities, including the 272 federally recognized Tribes and hundreds of non-federally recognized Tribes. Since receiving funding in 2018, the Northwest MHTTC has endeavored to establish and deepen connections with Native communities, governments, agencies and leaders in our region; understand Native-identified topics and priorities for mental health workforce training and technical assistance (TA); and generate collaborations honoring the strengths and priorities determined by Native communities. The CIBMHS is a research center that engages in rigorous research in schools and focuses on supporting schools and districts in implementing Positive Behavioral Interventions and Supports (PBIS) and school-based mental health services. Session Recording: Description: With increasing overdose rates, a more lethal drug supply, and more prescription medications in many homes, it’s important to educate a wider audience about harm reduction and what it means: essentially, reducing the negative consequences of potentially risky behaviors. This workshop will present different definitions of harm reduction, highlight how we all practice harm reduction in our lives, and explain how harm reduction strategies are implemented in different settings, including syringe service programs and psychotherapy. It will also address community concerns and hesitations about harm reduction, ways to reduce the harms of stigma surrounding drug use, and opportunities to build bridges between harm reduction and treatment for people with substance use disorders Goals: Increase participants’ understanding of harm reduction principles and strategies, address myths and misperceptions about harm reduction, and explore how harm reduction can be part of the continuum of care. Workshop Outline: Different ways of defining harm reduction (National Harm Reduction Coalition, SAMHSA, NIDA). Harm reduction principles. How we all practice harm reduction (including bike helmets, sunscreen, designated drivers). Harm reduction services provided by syringe service programs (SSPs), overdose prevention centers (OPCs) and mobile units in some communities. Who harm reduction services may not be reaching (different population groups). Harm reduction psychotherapy (key practitioners and principles, including embracing goals like reduced substance use). Hesitations about harm reduction (traditional objections, like it “enables” drug use, vs. newer concerns, e.g. it’s “not enough” for people with complex needs). ABOUT THIS EVENT Service animals, trained to handle different tasks for their person, have been a boon for disabled persons for decades. In this presentation, we will examine and explain what makes an animal a service animal pursuant to Washington and Federal law. Service animals perform different functions than Emotional Support Animals (ESA)s. ESAs are protected, but to a lesser extent, under Washington law, and ESAs provide tangible benefits to persons in need of emotional support. A tenant cannot be excluded from housing on the basis of a service animal or an ESA, but there are additional steps needed to protect tenants seeking housing with an ESA. There are no additional requirements regarding a service animal, except possibly educating housing providers. Responsibility for the service animal and the ESA’s conduct remains squarely with the tenant, and we will discuss what this means. Kasey has spent several years practicing landlord-tenant law as both a right-to-counsel attorney for tenants facing eviction and providing eviction prevention assistance, which has allowed her to pursue her passion for housing justice.  Kasey attended the University of Washington for both her Bachelor’s in Political Science, with a minor in Law, Societies, and Justice, and her Juris Doctorate. She is currently working on her Master’s in Public Administration at the University of Colorado Denver and hopes to use this degree to facilitate her engagement in policy change that provides Washington citizens who are tenants or unhoused with the protections they deserve. The Central East MHTTC and HeadsUp collaborated to produce the video Availability and Accessibility of Coordinated Care in HHS Region 3. Coordinated Specialty Care (CSC) is a recovery-oriented treatment program for individuals who have experienced a first episode of psychosis (FEP). The 10-minute video features interviews with family members, researchers and behavioral health professionals, who discuss their experiences, research, policy and practices and offer recommendations for addressing the issue. This educational tool, which targets secondary school professionals, highlights the availability of specialized FEP resources and treatment options in Delaware, Maryland, Pennsylvania, Virginia, Washington, DC and West Virginia.

Series Description We are excited to announce that Christina Ruggiero, RP, is returning to lead our first Mindful Monday series, Mindful Monday – Experiential Mental Health Practice, for Spring 2024. Join us as we continue to explore and experience different mindfulness practices related to the topics of creativity, rest, and self-care. This series is for anyone who desires to improve their overall well-being, resilience, and mental health.  The practices that are presented in the training are designed for quick and effective implementation both personally and professionally.  For mental and behavioral health practitioners these techniques can be easily incorporate into their practice.  Mindfulness practices are varied and can last anywhere from a couple of minutes to an hour or more. Vishen Lakhiani, Meditation Expert and CEO of Mindvalley, states “You can take a one- to three-minute dip into peacefulness, and you can see remarkable results. The biggest benefits are going to happen in the first few minutes.” Attendees who have participated in past Mindful Monday series have the following to say about the training: “Incredibly validating experience”, “Love doing this- can we do it indefinitely”, “Thank you for this training. It is hard to recognize we also deserve to be heard, have needs/wants and slow down and breathe for a while.” This is a 30-minute interactive training that begins on March 11th and will run every other week through May 20th, 2024.  Each training will feature exercises from different mindfulness disciplines. At the beginning of each session, participants will spend a few minutes grounding and learning about the practice for that day and then spend approximately 15-20 minutes in experiential practice, leaving a few minutes at the end for reflection and discussion. This is a recording of Workshop 4 of 6 in the "Trauma-Informed, In School Sessions" Workshop Series.  Counseling with Care: Trauma Informed School Counseling Practices Trauma Informed Principle to Practice: Peer Support, Empowerment   Are you a school counselor, becoming a school counselor, or someone who teams/works with school counselors? Zeyda Garcia, founder of Healing Aguas Wellness Solutions and school counseling professor, joined this series to share how to anchor and apply trauma-informed principles in school counseling practices, programs, and policies. In the workshop video, she discusses a high-level overview of trauma, its impacts on students, and different strategies school mental health providers can implement to support young people in counseling settings.   Utilizing trauma informed school counseling practices, providers can support young people in regulating their own nervous system and support them in accessing their education. Watch this workshop video and join in reflections on our unique school and personal practices, in order to enhance our trauma-informed support of students.   Viewers will walk away with practical tools to use in sessions with students, families, and school-wide. About the Presenter: Rhonda Nese, Ph.D. Associate Professor, Department of Special Education and Clinical Sciences Scientist, Prevention Science Institute Affiliate Faculty, Prevention Science Program   Rhonda Nese, Ph.D. is an Associate Professor in the Department of Special Education and Clinical Sciences at the University of Oregon and the Director of the Nese Lab. She is also a Scientist within the Prevention Science Institute, a multidisciplinary research institute at the University of Oregon. Dr. Nese’s research involves equitable intervention delivery within a multi-tiered behavior support framework focused on preventative strategies for improving student outcomes.​ Dr. Nese currently serves as the director of an IES grant to refine and test an intervention to reduce exclusionary discipline practices, improve student-teacher relationships, and increase instructional time for students in secondary settings, and co-principal investigator on additional federally-funded projects to identify factors that predict implementation and sustainability of evidence-based practices, to develop technology to improve online learning for educators, and to develop and validate an automated scoring system for oral reading fluency. Dr. Nese also provides technical assistance to state, district, and school level teams across the nation on preventative practices, including addressing implicit bias in school discipline, effective classroom behavior management strategies, bullying prevention, and alternatives to exclusionary discipline practices through the OSEP-funded National TA-Center on PBIS. Session Recording: Description: For those who grew up associating drugs with natural sources like marijuana plants, poppy fields, and cocoa leaves, it can be tough to keep up with the shift to synthetic drugs made of chemicals some people may not know they’re ingesting. This workshop will help participants understand the current drug landscape, including stimulants (e.g. methamphetamine and cocaine), powerful opioids like fentanyl and nitazines, and xylazine, an animal tranquilizer increasingly showing up in the drug supply in some regions. It will also cover drug use trends, such as increasing polysubstance use, higher potency drugs, and the risks of mixing illicit drugs, alcohol, and medications. Participants will learn about factors that have contributed to rising overdose rates—including nonfatal overdoses—strategies to minimize risks, and how to recognize and respond to an overdose, as well as where to obtain naloxone. Goals: Increase participants’ awareness of current drug use patterns, the increasing potency of both plant-based and synthetic drugs, and how to prevent, recognize, and respond to an overdose. Workshop Outline: Discuss drug use trends (increasing polysubstance use, shift to synthetics vs. plant-based drugs, mixing prescription medications & illicit drugs, increasing stimulant use). Present graphics depicting increasing strength and potency of illicit drugs (cannabis, methamphetamine, etc.) and effects of different drugs. Overview of fentanyl and xylazine as well as other drugs like nitazines + kratom. Overdose statistics and definitions (opioid vs stimulant ODs). Risk factors for an overdose (including nonfatal overdoses). Strategies to reduce overdose risks. Signs of an overdose. Naloxone – brief overview and where to get it, plus sources for additional training. Good Samaritan laws protecting people who respond to an overdose. This alarming fact underscores the urgent need for more effective mental health interventions and support systems within rural settings. Session Recording: Description: How did you learn about substance use, addiction, treatment and recovery? What are the sources of information that shaped your views? This workshop will discuss how news, entertainment, and social media, as well as personal experience, influence how people understand substance use disorders and different pathways to recovery. It will also address common beliefs like, “You have to hit rock bottom” and “Recovery is rare,” and explain how attitudes, practices, and data collection have evolved. Information from the 2022 National Survey on Drug Use and Health and other sources will be presented, including prevalence of illicit substance use, substance use disorders, and co-occurring mental health challenges. Goals: Encourage participants to examine the sources of their attitudes and beliefs about substance use, addiction, treatment and recovery, reconsider any misperceptions, and expand their understanding of these topics by presenting current research and statistics. Workshop Outline: Discuss where participants learned about addiction, treatment and recovery (personal experience, news and entertainment media, etc.). Highlight themes that often appear in films, TV shows, books, music, and social media, including overview of research findings. Discuss critiques of media coverage of these topics. Address common beliefs and whether they’re supported by evidence (hitting rock bottom, enabling and co-dependency, tough love). Discuss how personal experience influences attitudes and beliefs. Present graphics illustrating types of substance use (experimental, social, risky, etc.). Discuss different reasons people use drugs, and how that varies for different substances over time. Present substance use and mental health statistics, using sources such as the 2022 NSDUH. Discuss criteria for diagnosing a substance use disorder (mild, moderate or severe). Trainer Bio: Susan Stellin, MPH is a writer, educator, and public health consultant focusing on health-centered responses to substance use and addiction. Since earning a master's in public health at Columbia University, she has worked on projects about ways to reduce overdose deaths, reform punitive drug policies, and expand access to harm reduction, treatment, and recovery support. Recent clients include NYU Langone’s Health x Housing Lab, the Northeast & Caribbean Addiction Technology Transfer Center, the Opioid Response Network, the NYC Department of Health and Mental Hygiene, the Overdose Prevention Program at Vital Strategies, and the Vera Institute of Justice. She regularly leads training workshops for service providers working with people experiencing substance use, mental health, and housing challenges, and has also taught undergraduate courses about media ethics, collaborative storytelling, and the history of journalism.

Event Description We are excited to welcome back Alison Malmon, Founder and Executive Director of Active Minds, the nation’s premier nonprofit organization supporting mental health awareness and education for young adults, for a training that presents new insights about college mental health in 2024. While many people view the pandemic as something that has come and gone, college campuses across the country, particularly community colleges, are continuing to grapple with the ongoing, and in some cases accelerating, student mental health needs. Recent studies conducted on college campuses found that of the students interviewed, 60% of college students meet the criteria for at least one mental health condition, and 81% of students indicate that their mental health negatively impacted their academic performance in the past four weeks. Alison will present insights gathered from activities Active Minds hosts and coordinates with students on college campuses. These insights don’t necessarily dispute the statistics presented in the last paragraph but instead provide a clear picture of how effective mental health education, advocacy, and awareness are in changing the conversation around mental health, which in turn can positively impact statistics. In addition to the data Active Minds has collected, Alison will share some of the most innovative and effective approaches that Active Minds chapters use to support young adult well-being, particularly on college campuses. Curriculum Package
The Healing & Power in Peer Support training provides an overview of Healing-Centered Engagement and its principles as ways to deepen and advance the practice of peer support. Participants will explore concepts like holding space, radical acceptance, meaning-making, and power dynamics through deep reflection, experiential activities, and facilitated discussion. This curriculum is helpful for new peer supporters or any peer supporters who are looking to refresh and deepen their skills. This curriculum should be facilitated by experienced peer specialists who are looking to support the peer support workforce in their community. Healing & Power in Peer Support is the prerequisite training for the Virtual Facilitation through a Healing-Centered Lens training, another curriculum created by the South Southwest Mental Health Technology Transfer Center. Learning Objectives At the end of this training, participants will be able to: Integrate the principles of Healing-Centered Engagement in peer support practice; Practice radical acceptance in relation to self and others; Employ Healing-Centered techniques when facilitating difficult conversations in peer support groups; and Analyze power dynamics within interpersonal and group relationships to promote autonomy and self-determination. This curriculum package includes: a Facilitator Manual, participant handouts, and a training slide deck. ABOUT THIS RESOURCE Sometimes mental health conditions can make maintaining a tenancy difficult. Things can get even more complicated when a housing voucher is involved and an incident results in the tenant facing the loss of not only their housing, but also the subsidy they rely on to help keep a roof over their head. She volunteered for the King County Housing Justice Project for years and took the knowledge she gained representing tenants facing evictions into her private practice, where she litigated well over a thousand cases in the last 23 years. She was solo counsel on Thoreson Homes v Prudhon, a Div I published decision which reversed the trial court. She has presented at CLE’s geared towards landlord-tenant litigation and has assisted with litigation and/or settlement of housing cases all over the state. She has handled grievance hearings with PCHA, THA, SHA, and KCHA. She has litigated matters involving the WSLAD, the ADA and service animals, and reasonable accommodation. Kasey Burton, Senior Staff Attorney Kasey Burton is a Senior Staff Attorney at the Tenant Law Center, which provides eviction prevention and tenant advocacy services to King County. Kasey has spent several years practicing landlord-tenant law as both a right-to-counsel attorney for tenants facing eviction and providing eviction prevention assistance, which has allowed her to pursue her passion for housing justice.  Kasey attended the University of Washington for both her Bachelor’s in Political Science, with a minor in Law, Societies, and Justice, and her Juris Doctorate. She is currently working on her Master’s in Public Administration at the University of Colorado Denver and hopes to use this degree to facilitate her engagement in policy change that provides Washington citizens who are tenants or unhoused with the protections they deserve.
