NCO Telehealth

Telehealth is an effective means of providing mental health services, especially during a time of physical distancing. Recognizing that many providers are new to offering mental health care via telehealth, and that rural providers may face unique challenges, the Mountain Plains Mental Health Technology Transfer Center team has developed products, training, and resource lists to assist in the transition.

American Academy of Pediatrics Guidance: Telehealth Payer Policy in Response to COVID-19
From the American Academy of Pediatrics (AAP), this page provides guidance on telehealth payer policy in response to the COVID-19 crisis. This is a rapidly changing area in terms of guidances, and there are links here to a variety of additional policy resources. An AAP Guidance Checklist and a list of frequently asked questions are also included. 

The American Telemedicine Association
This website gives an overview of the benefits of telehealth as well as the services that can be provided and methods of delivery. A number of resources are made available including reports on current research, practice guidelines, and webinars.

Behavioral Tele-Health Session Checklist
This checklist was put together by Operation PAR Inc. to provide basic guidance before the tele-health session, conducting the session, and ending the session.

Billing for Telehealth Encounters: An Introductory Guide on Fee-For-Service
Prepared by the Center for Connected Health Policy and The National Telehealth Policy Resource Center, this document provides guidance on billing for telehealth and virtual healthcare, and dives into fee-for-service Medicare as well as a Medicaid program.

The Center for Connected Health Policy
This website is a resource for keeping abreast of important changes to telehealth policy on both the federal and state level. It includes maps and search options covering current laws and regulations for all fifty states and the District of Columbia.

Coronavirus (COVID-19) Outbreak Glossary
With this new (novel) virus outbreak, there are a lot of terms being used that are unfamiliar. This glossary provides a comprehensive list of the most common terms and what they mean. It is organized alphabetically and is searchable. 

Disclosure of Substance Use Disorder Patient Records: Does Part 2 Apply to Me?
Provided by the Office of the National Coordinator for Health Information and Technology and the Substance Abuse and Mental Health Services Administration, this fact sheet focuses on helping health care providers determine how Part 2 applies to them by depicting scenarios they might encounter when caring for patients. Each scenario illustrates whether Part 2 applies to a theoretical disclosure of patient health information, and if so, what a provider would need to do to properly disclose the information according to Part 2. 

The Effectiveness of Telemental Health: A 2013 Review
This review dives into the effectiveness of mental health using telehealth services and provides evidence for providers concerned about effectiveness. Telemental health was found to be effective for diagnosis and assessment across many populations and increased access to care. 

Electronic Code of Federal Regulations
This website provides the Electronic Code of Federal Regulations (e-CFR) focused on Part 2. It is updated daily and allows the user to search Part 2 by subpart.

The Great Plains Telehealth Resource and Assistance Center: Plan Ahead
This resource outlines things to consider when providing telehealth services, such as technology requirements, laws and regulations to be aware of, procedures, operating structure and financial planning.

Health Insurance Providers Respond to Coronavirus (COVID-19)
This list provides information about how health insurance providers are taking action to help during COVID-19. The list is alphabetized and searchable by name of the health insurance provider.

HIPAA and FERPA in Telehealth
Provided by the Centers for Disease Control and Prevention, this infographic outlines the Family Educational Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act (HIPAA). The resource describes who must comply, what information is protected, and what can be disclosed.

This article provides support using the Zoom platform to create breakout rooms. Breakout rooms allow the host to separate a large meeting into smaller groups where participants can have their own private conversations and return to the large meeting later.

Internet Based Parent Child Interaction Therapy
Auburn University Outreach offers a free web course that provides information on how to provide internet based parent child interaction therapy. It includes helpful resources for parents and therapists including information on how to set up your home, handouts, links to YouTube videos, and consent forms.

List of Telehealth Services
From the Centers for Medicare & Medicaid Services, there are two downloadable Excel files listing the Medicare telehealth services that are covered for PHE for the COVID-19 pandemic. They include the codes, short descriptors, and indicate if it is a temporary addition for the COVID-19 crisis only.

Aimed at policy makers, health advocates, and health professionals, this report written by the Center for Connected Health Policy and The National Telehealth Policy Resource Center provides a summary of telehealth policies, laws, and regulations for every state.

Telebehavioral Health Institute Informed Consent Library
This library is a compilation of informed consent forms for behavioral health providers using telehealth. It was compiled by the Telebehavioral Health Institute and the National Association for Alcoholism and Drug Abuse Counselors.

Telehealth Clinical and Technical Considerations for Mental Health Providers

From the Pacific Southwest Mental Health Technology Transfer Center, this resource guide provides information on the basics of video conferencing for telehealth. It includes Clinical Practices to Establish and Maintain Telehealth Care, Telepresence Best Practices, Telehealth Laws, Risk Management, Billing, and Using Technology and Establishing Your Space.

Telehealth for the Treatment of Serious Mental Illness and Substance Use Disorders
This guide, from SAMHSA, reviews ways that telehealth can be used to provide treatment for serious mental illness and substance use disorders among adults. It includes a brief overview of the current landscape of telehealth, current evidence on the effectiveness of telehealth, guidance for implementing evidence-based practices, examples of telehealth implementation in treatment programs, and resources for evaluation and quality improvement.

This checklist was put together by Great Plains Telehealth Resource & Assistance Center (GPTRAC) to provide guidance pre-implementation of telehealth as well as during telehealth implementation.

Telehealth Resources: UC Davis Children’s Hospital
The UC Davis Children’s Hospital provides resources on parent child interaction therapy. The website also offers guides and video tutorials on providing telehealth with children. 

Telehealth Tips: Clients with Suicide Risk
The Oregon Health Authority produced these guidelines for best practices to assist with remote suicide risk assessment and safety planning.  

Telehealth Toolbox for School Personnel

The Mid-America MHTTC released the Telehealth Toolbox for School Personnel which includes a series of handouts that provide concise and direct advice for diving into telehealth. In developing these guides, specialists drew from hundreds of questions received from across the country during the Telehealth Learning and Consultation (TLC) Tuesdays webinar series, clinical research, and experience working with children and adolescents via telehealth.

Telemental Health Care, an Effective Alternative to Conventional Mental Care: a Systematic Review
This review looked into applications, advantages, and challenges associated with telemental healthcare. Telemental healthcare was found to provide effective and adaptable solutions for mental health care universally, as well as be particularly beneficial for use in isolated communities.

TIP 60: Using Technology-Based Therapeutic Tools in Behavioral Health Settings
This Substance Abuse and Mental Health Services Administration publication is a guide for providing behavioral health services. It covers emerging technologies as well as legal and ethical issues to consider. Included are several vignettes to illustrate the use of technologies and a guide for program administrators that covers various things to consider when implementing technology-based therapeutic tools.

Virtual Learning Guide
From the Pacific Southwest Mental Health Technology Transfer Center, this is a resource guide aimed at both learners and leaders using virtual platforms as they move to using distance learning during the COVID-19 crisis. It provides a walk through of technical and interactive strategies and approaches to virtual learning. It has a variety of handy checklists and tips for choosing platforms, physical setup, technology setup, creating content, leading trauma-informed virtual learning, and facilitating virtually.
